In the past, activists who opposed legislation combined with sympathetic peace officers to push a test-case to the courts.
It is predictable that a particularly egregious instance of an abuse of a person's rights...very likely a citizen...will be ginned up by the opponents of the new law in Arizona.
The political class in Phoenix seem fully capable of that kind of chicanery, coupled with the Holder DoJ.
